The purpose of this study is to describe and analyse the process of assessing and selecting large transport projects for EU co-funding. The literature identifies several operational problems in such assessments and the study should present conclusions and propose policy recommendations on how such operational problems could be avoided in the next programming period of TEN-T development. A focus should be on assessment of socioeconomic benefits and costs, including the impact on greenhouse gas emissions.
