In the questionnaire non-governmental organisations (NGOs) were used as a general explanation of the organisations that are not directly anchored in governmental legislation, e.g. local energy supply companies, grass root
organisations, self-appointed certification bodies (even if they have gained
more or less official status), etc. From the responses it was possible to get an overview of the current status for very low energy buildings in Europe. The answers have been analysed in the best possible way and supplemented by knowledge from the project group. The full questionnaire is given in Annex 1.
