Eza! is a non-profit organisation founded by local authorities in Allgäu, businesses and action groups to promote both, energy efficiency and renewable energies. eza!`s office is situated in Kempten /Allgäu. eza!`s work has positive effects on the whole Allgäu Region. eza! provides information and consulting services for house owners, constructors and consumers. It is also an important contact point for municipalities. More than 30 person are working for eza! in an interdisciplinary team.

The aim of eza! is to promote investment in measures for energy reduction both in the construction of new houses as well as in renovation and reconstruction of existing buildings. Through this project a contribution to climate protection and environmental protection in the Allgäu Region is made and new chances for regional economy are created. eza! aims to provide "answers to energy questions" and offers a wide range of services. These include publicity and events, energy consultations, training schemes for professionals and support for local energy policies. The most important parts of the education and training program are the "Energy Consultant Course" for craftsmen, the highly successful course "Energy Refurbishment of Buildings" for architects and engineers and the course for architects "passive house designer". eza! monitors developments in technology and the market-place in the fields of renewable energy and energy efficiency, focusing on energy use in buildings.


eza!'s core service is energy consulting. More than 50 local offices provide the inhabitants of the Allgäu region with unbiased expert information free of charge. The Agency also offers on-site energy consulting, trains energy consultants, and provides in-service training to energy specialists. Local authorities also consult eza! on all matters related to energy management. eza!'s services also include media work and organisation of events, e.g. the Old Building Days. The eza!-house was opened in 2002. It is a show-case for demonstration, consultation and training. It was renovated with support of the "High Tech Offensive Zukunft Bayern" program to provide an ideal centre for eza!`s work. The project demonstrates passive house technology in use, reducing the former energy demand for heating by 90 %. The Passive House Days are a new annual event to inform home builders and landlords about low energy houses and passive houses.


eza! has contributed a lot to climate protection and to the creation of regional value in the Allgäu Region. Mainly small and medium-size craft enterprises have profit resulting from eza!s investments. These companies build new houses, restore old houses, install heatings and photovoltaic installations. Over the last 10 years more than 100 million € were invested by eza!`s acitivites in the fields of using solar energy and restoring of houses. More than 18.000 free energy-consultings took place. This energy-consulting network has been extended to the whole Allgäu Region. More than 100.000 peope have visited the Old Buildings Days, ca. 100 exhibitors present each year innovations. Further-education for national and international experts is offered, in the field of refurbishment, passive house and legislative changes. eza! has established a network of more than 130 partners. The eza!-house is built as passive-house. eza! supports municipalties in all questions to climate protection.

II Assessment criteria

Mitigation effects: High

In the last years in communal properties 12.000 t CO2 were saved. Each measure private house owners realise with eza!`s support helps to save up to 10-15 % on energy. The eza! house demonstrates passive house technology in use, reducing the former energy demand for heating by 90 %. Since most actions of eza! are related to awareness raising, even larger effects are possible in future.

The focus is on consulting, energy efficiency and less on energy consumption - if, only very small adaptation effects will arise.

eza!'s core service is the field of energy consultancy. In cooperation with local authorities fifty offices with independent experts provide information free of charge for the inhabitants of the Allgäu region. Seminars on a variety of topical subjects are organised by eza!.

Since every measure is carried out with the local or regional economy, the added value in the region is strengthened. More than 130 businesses in the building and energy industries, including architects, building contractors and craftsmen, belong to the eza!-partner network. Each member of the network agrees to train its own energy specialist on training days provided by eza! and to implement the quality assurance system provided by eza!.

Public relations impact and awareness-raising: Very high

Media reports reach most parts of the population. Per year more than 4 million persons are visiting eza!`s website. The Old Buildings Days are a highlight in eza!`s calendar. Every year since 2000 10.000 persons visit the event that includes 100 lectures and demonstrations. The 100 exhibitors consistently report high levels of interest among the visitors. The Passive House Days are a new annual event to inform home builders and landlords about low energy houses and passive houses. eza! is well known as a further education institution for energy and building professionals.

Most measures can be transferred to other comparable rural regions.

Cross sectoral and integrative approach: High

eza! provides services in the field of energy management for buildings, facilities and plants in order to reduce their energy consumption. eza! assists the facility owners – mostly local authorities – to reduce their energy costs. Additional consultation services facilitate investment decisions for new buildings or renovations. The action program “climate protection – the Allgäu is acting” launched by the Allgäu Initiative aims at a general reduction of CO2 emissions in the Allgäu region. It focusses on the “Allgäu CO2 -diet” for consumers, local authorities, companies and group initiatives. All participants have the additional opportunity to compensate their remaining greenhouse gas emissions by supporting climate protection projects in the Allgäu region.

Good governance: Very high

All measures are developed together with local stakeholders which in turn means more acceptance. For example the main focus of eza!`s climate protection program is to support and to advise local authorities. The program provides local authorities with a comprehensive service in all fields of energy policy in order to improve energy efficiency and to promote renewable energy sources. Local authorities who successfully implement such policies receive the European Energy Award®.
