Good Practice

The objectif of the first phase is to reach a use of renewable and recovered energies of more than 50 % for the energy provision of the heating network of Chambéry. The first phase consists of three steps of energetic diversification. The overall objective is to reach a 0 carbon network which is independent from the inflation of fossil energy prizes.

I Description of the measure

Title in original language: Transition énergétique du réseau de chaleur de Chambéry (5ème réseau de France)

Location of CNA: France

Municipality / regional entity: Chambéry

Category of the experience: Strategy

Principal nomination: Technological
Secondary nomination(s): Financial

Thematic field(s):

Principal field: Energy
Secondary field(s): Buildings & construction

Spatial scale: Local
Time & duration:

Start date: 2005
Duration: 1st phase until 2014

Key word(s): diversification, economic and environmental performance

The 3 steps of the first phase which should allow to reach more than 50 % of renewable and recovered energies in Chambéry (58'500 inhabitants): 1: 2008: connection of the energy from waste plant Chambéry Métropole (25%) 2 : 2011 : installation of a biomass heating plant (7 MW) within the network Hauts de Chambéry (12%) 3 : 2013 : installation of a biomass heating plant (2x8 MW) within the basic network (17 %, then 26 % in 2018) In total 54 % in 2014 and 63 % in 2018

Step 1: modernisation of the energy from waste plant with heat recovery from two additional furnaces. Establishment of a connection between the two plants Step 2: establishment of a wood energy plant of 7 MW Step 3: establishment of a wood energy plant of 2x 8 MW

See § 11

II Assessment criteria

Mitigation effects: Very high

The first step of the energetic transition of the heating network allows to reduce the CO2 emissions by 40 000 tons/year which is 10 % of the total emissions of Chambéry and 22 % of the emissions of the housing and tertiary sector

Impacts on adaptation: Neutral

Impacts on environment:

- Landscape: Neutral
- Alpine ecosystems / biodiversity: Positive
- Water / soil / air: Very positive
- "Other": None

Impacts on economy:

- Employment / job creation: Very positive
- Added value / income: Positive
- Know how / competitiveness: Positive
- "Other": Positive

The wood energy sector will structure its production within the region and will strongly develop. In total the local enterprises worked for about 22 million Euros. Development of know-how of the local enterprises and development of the local wood sector.
