CUBATURE BONUS

To promote the building's energy efficiency through a cubature bonus. The revenue that comes from the added cubature is used to pay the energy retrofitting of the building.

Objectives:

- to improve energy efficiency of the existing building stock - to answer the increasing demand of housing in Bolzano - to auto-finance the energy retrofitting of existing buildings

Activities:

The cubature bonus has been introduced in Bolzano´s Province since July 2009. The program has been extended in 2010, removing the previous expiring date decided on 31/12/2010. The bonus in the first step was intended as an action for the environment and for the building sector, mainly to promote the energy renovation of old buildings. The first idea was to give the possibility to expand the volume of a building to the owners which decide to invest in the energy renovation of their building. The limit for the expansion was fixed in 200 m3 and the expected result was to obtain a consumption lower than 70 KWh/m2/year. In 2011 the program has been modified, but only for the Bolzano city area. The cubature bonus has been extend from 200 m3 to the 20 % of the total volume of the building. This extension let to include in the program also the urban building typologies (condominiums) and to answer the increasing demand of houses in Bolzano.

Results:

So far no data on the program actuation and success are available. Estimations for the future are to obtain between 600 and 1000 new dwellings in Bolzano in 2020. Some considerations from the building administrators category are not very positive. They think that to convince all the dwellers of a condominium to build another floor will be very difficult.

II Assessment criteria

Mitigation effects: High

The target is to obtain houses with a primary energy consumption of 70 KWh/m2/year. On the average it could mean 0.03T/CO2/m2/year not emitted.

Impacts on adaptation: Neutral

Probably the most diffused construction technique to expand the existing volume of the buildings will be the use of local timber. On the other hand in South Tyrol the management of forest is strongly regulated and a sustainable management of forest is easy.

The impact on landscape could be negative because of the increased built volume. On the other hand the impact on ecosystem and biodiversity is positive due to the preservation of land. The impact on water and soil is positive too, because the land cover changes from permeable soil to impermeable soil are very limited.

The increasing demand of houses in the Bolzano Province lead to an increasing of prices of rents and houses. The cubature bonus will provide new houses to the market reducing the prices and making houses more affordable.

The cubature bonus will re-launch the building sector, the construction sector and the sector of SME for energy efficiency.

The public interest to the action is mainly on the possibility to "reduce the energy bill" than to the possibility to "reduce CO2 emissions". The action has been implemented through a law framework.

Transferability: Very high

The action is transferable in other contexts.

Cross sectoral and integrative approach: High

The action is part of a complex strategy to reach the "energy autarchy" in South Tyrol in 2050.

Good governance: Medium

The main stakeholders involved are: citizens, administrators of buildings, constructors.
