Objectives:

The objectives of the CasaClima action can be resumed in 10 points: 1 The use of solar energy 2 Efficiency, energy saving and renewable energy use 3 Creation of healthy and comfortable environments 4 People in the center 5 Research of beauty and welfare 6 Long-lived interventions 7 Rehabilitation of existing buildings 8 New buildings that do not require energy 9 Choice of efficient techniques and technologies 10 Consider the needs of the individual without limiting those of others

Activities:

CasaClima is implemented through an Agency: the CasaClima Agency. Its activity regards mainly the certification of buildings through an energy label. The label is characterized by high insulation and compact constructions, also for existing and renovated buildings. CasaClima includes optimised construction methods, careful execution and a high level of comfort. Beside energy performance indexes and U values for components, building details and adopted material certificates and data are required. There are three EP classes in CasaClima certification. The highest certification is CasaClima plus which is awarded to residential buildings distinguished not only by an energy-saving construction, but also by ecological construction methods and use of renewable energy for heat production. The Agency also offers further education on the certification.

Results:

To qualify for CasaClima plus certification, a building must fulfil the following criteria: • Heating energy consumption under 50 kWh/m2a • Heating fuelled by Renewable Energy Sources and inclusion of at least one of the following measures: A photovoltaic system, solar panels for water heating and/or integrated with heating system, rainwater usage, green roof • Use of environmentally and health friendly building materials. From 2005 to mid 2011 71 buildings have been certified "gold" (heating energy need < 10 kWh/m²/a), 640 category A and 1'980 category B in South Tyrol. Further buildings have been certified in other regions in Italy and in neighbouring countries such as Austria and Germany.

II Assessment criteria

Mitigation effects: High

The mitigation effects are positive because of the reduction of energy (and CO2 emission) required by the buildings.

Impacts on adaptation: Positive

The adaptation impacts are positive because the CasaClima standard takes into account also rainwater usage and green roofs.

The impact on landscape is positive because of a higher attention to the aesthetic of buildings and their integration in the context. The impact on biodiversity is positive because the use of green roofs could improve the presence of urban habitats for some species. The impact on water is positive because of the presence of rainwater usage practices and water storage by green roofs.

CasaClima is today a trademark of South Tyrol. The Province of Bolzano is proud to have this energy label inside its territory and promotes it in other regions. The identity of the Province is in line with the CasaClima target: the creation of healthy and comfortable environments.

The impacts on economy are positive because the creation of new jobs connected with the certification processes, the creation of added value on the certified buidings, and the creation of know-how that is exported to other regions.

Public relations impact and awareness-raising: High

Public administrations promote the CasaClima standard through a legal framework that forces new buildings and existing buidings to be in line with the best energy performances possible. The way this legal framework is implemented includes incentives, tax reductions and added value to the final price of the building. CasaClima is actively promoting its activities world wide through conferences, awards, fairs, electronic and printed publications in several languages and other PR activities.

Transferability: Very high

The energy label of buildings demonstrates that this practice is easily transferable. It only requires an adaptation to the regional characteristics like climate and buildings' typologies.

Cross sectoral and integrative approach: High

The action can be integrated into a wider concept of Net-Zero-Energy Building that should take into account also the energy for mobility and embodied energy.

Good governance: Very high

The CasaClima action required a very high governance quality with the creation of an Agency and a technological district for houses (composed by research institutes and SMEs).
