WIND ENERGY PLANT IN BADIA CALAVENA

Following up the installation of the wind energy plant in the municipal territory were installed two biomass power stations (two other are already being installed with the relating implementation of the short “wood-energy” chain), a photovoltaic system and a solar system. In addition to that, in order to raise the awareness both of inhabitants and visitors, the Municipality supported the creation of the "Peper Park".

Objectives:

The objectives that have been pursued are, above all, energy saving as well as promoting a culture of green energy, the environmental sustainability, and last but not least, the creation of new job opportunities in the territory.

Activities:

The Municipality has tried to stimulate the awareness among the local population about this "policy" by developing the participatory democracy and the inter-institutional involvement.

Results:

The projects are in continuous change and improvement and the results obtained so far are: - Energy saving; - Cost reduction by 60 % on heating of the buildings owned by the municipality; - General reduction of CO2 emissions; - Reduction of CO2 emissions from the energy wind plant by 1000 tons. per year; - CO2 emissions avoided equal to 8000 kg per year by the photovoltaic system; - CO2 emission avoided equal to 2500 kg per year by the thermic system; - CO2 emissions avoided equal to 99 tons per year by the biomass power stations; - Electricity cost reduction; - Creation of new jobs with a short weaving chain for local factories; - 2000 annual visitors interested in energy tourism created in the Peper Park; - Diversification of the local factories which have installed micro-wind systems; - Other companies and individuals who have installed photovoltaic systems with significant cost saving.

Mitigation effects: High

The annually avoided CO2 emissions amount to 1100 tons. In fact there is an energy saving factor to be considered: almost total use of wind energy instead of traditional energy sources.

The plants for the development of energy from renewable sources have been included in an integrated way in the landscape, which is then changed, but certainly not disfigured, as in the case of the wind energy plant. At the moment it is difficult to determine this kind of impact since the areas are not at such a high residential and industrial development density to significantly affect the territorial surrounding environment, but it has been surely demonstrated that the life and the continued development did improve with the utmost respect for the landscape.

The experience of Badia Calavena represents an attempt of a territory to put itself to the test by trying to diversify local economies in a sustainable way without losing its identity as a small community.

The impact of sustainability has certainly acted as a "communicator pot" of the productive activities of primary and secondary sector, which have resulted on the one hand in the development of projects in order to achieve energy savings, whereas, on the other hand, the manufacturers have also been able to diversify their activities.

The project resulted in many positive reflections through concrete examples in the implementation of the projects, with the consequent public awareness towards sustainability.

Transferability: Very high

The Badia Calavena energy plants can be a small but good example of an integrated process of energy saving and awareness raising strategies, and therefore it can be usable and realizable in any other region or country.

Cross sectoral and integrative approach: Low

Apart from the good relationships with the Public Authorities (Region, Province, other Municipalities), there is not an overall integrative approach.

Good governance: High

The relationship established with Public Authorities is definitely good, with the hope of continuing the process of implementation of the already started projects and of the future ones.
