The territory of Grenoble (400 000 inhabitants) adopted a local climate plan, which makes an energetical energy performance diagnostic mandatory for all housing on sale since november 1st, 2006 Within the transport action programme a citizen group made a list of recommendations concerning mobility by bike that has been passed onto the local services.

The objective is a significant contribution to the national goal of reducing the greenhouse gas emissions fourthfold until 2050, meaning a reduction of 20 to 30% at a local level until 2020. The local climate plan primary focus is the energy performance of existing buildings and buildings for sanitation. In terms of renewable energies the local climate plan wants to raise renewable energy production from 11 to 21% of total energy between 2004 and 2010 and to double renewable heat production from 13 to 26% between 2004 and 2020.
The new Alps stadium integrates 321 photovoltaic panels in its roof which will provide 70 000 kWh/year. The energy consumption of public buildings has been optimized. For example, the gas consumption in the ice hall has been reduced by 20% in 2005.Today there are about 280km of cycle routes created and the agency "Metrovelo" rents bikes to a low prize. The project "central multimodal mobility management" aims to improve the daily management of the public transport system and to inform about transport possibilities in all the territory. Moreover they are helping the municipalities to secure the transport in order to promote soft mobility. A financial help is given for public housing and residents with ambitious energy saving criteria. For every new social appartment building construction the Métro authorises to raise the rent under the condition that the monthly costs sink. There is a surveying center checking on the results of the plan climat. However as the first results are aimed for 2010 there is no data available yet.
