For every building or rehabilitation project of public assessments the possibility of implantation of a thermal or photovoltaic solar installation is studied routinely. However this policy is difficult to implement when it comes to convince the building site constructor to use renewable energies. The city of Montmélian had the idea to reduce the land prizes of public property to be sold by demanding at the same time that the purchaser integrates renewable energies in the construction of social housing.
The city of Montmélian saves about 27.000€ on their electricity bill thanks to the installation of solar receptors and energy saving measurements in public buildings. As a result of negocations on the price and the obligation to build ecological, the constructor of social housing (OPAC) has integrated solar collectors for heating and warm water production in the new building "le Montayeur" . The city has more difficulties with private property developer since there is no possibility to intervene on the price of private land. Thus the city had to make a strong point to get private developers to integrate ecological standards. The city received the Cit'energie award (equivalent to EEA)for their different activities .
