The e5-programme is a quality management scheme, which supports communities to create and implement plans for efficient energy use on communal basis. The communal activities are evaluated externally and have to pass a certification process.

The main objective is to create a sustainable economy on communal basis by raising the level of efficiency.

consideration of all fields relevant in terms of energy (energy supply, waste management, mobility, planning, housing); clearly set goals to improve energy efficiency; creating networks for the communal stakeholders (politics, administration, citizens); exchange of experience between the involved communities; qualification and support of communal stakeholders; regular internal and external monitoring; certification of communities depending on their success ( depending on the degree of implementation up to 5 "e")
