The city of Chambéry has been engaged in a sustainable development program since 2001. The solar central of the Monts has been inaugurated june, 1 2005 and is installed on two buildings within a natural site close to Chambéry.

This program promotes the development of renewable energies and wants to pull the city onto the european level of the solar energy development objectifs.

The first phase of 860m² has been installed on drinking water tanks and the second one of 150m² on a building close to the site. The energy production is about 120 000 kWh and will serve partly to power the water tanks (about 20%) and the rest will be sold to the national electricity company (EDF). The revenues (about 12 000€/y) will be destined to new development projets. Additionally, this site receives groups for environmental education. The installation has been financed by 1) the U.E. (35%) and by 2) the region of Savoie, l'ADEME (Agence de l'environnement et de la maîtrise de l'énergie / Agency for environment and energy management.) and the departemental council (45%). The costs for the photovoltaic cells has been 450 000 € without taxes, which is one of the least expensive ones in France. The additional constructions and general costs came to 80 000 € without taxes.

So far there are different projects of reinvestment(every new public building has to be equiped with solar panels). But projects concerning existing buildings are confronted with the problem of two different rates for integrated and non integrated solar panels. The French legislation is very detailed on integrated solar panels and imposes for instance a dismantling of all roof which is a big problem for realisation. They have 2 big projects on stand-by, hoping that the Grenelle is going to change this strict legislation. Concerning cost sharing of installations on public buildings they are working in partnership with private companies.
