Abstract: This article does not deal with alpine or mountain policies, but is an interesting theoretical contribution to the question of the implementation of policy recommendations towards more sustainability. It comments on the concept of organizational learning which is often seen as an opportunity for local sustainability strategies. However, the paper argues that it will actually be very difficult to increase the ecological efficiency of local governments using the concepts of organisational learning.
