- Abstract
- The Author, a significative figure of the contemporary Italian geographical research and now Councilor for the Territorial Politics of the Regional Government of Piedmont, analyses a key problem in the policies for territory: the local development, which has become a relevant element in the economic planning. Even if the Author does not refers to a particular alpine region or country, the article contains high quality knowledge: the information is based on innovative concepts, the process described is directed towards implementation and the methodology presented can be easily transferable. The starting point of the Author is that competitiveness is based on rare and heterogeneous resources and, consequently, a region should base its success on capacities that other regions do not have. But the main innovative concept of the article is that there is another important element that makes a region more competitive than the other: it is the capacity to produce knowledge. In the Author’s opinion, there are some fundamental elements that determine the success of a region: the use of technological resources traditionally rooted in the economy of the region, the promotion of specialization and functional diversification, the implementation of network strategies and the presence of strongly interventionist public and private institutions, which can stimulate the creation of stakeholders’ groups that pursue not only specific goals, but also a common political agenda. Regional economy can be revitalized only through the sinergy between economic, institutional, cultural and social factors, especially in mountain regions.
