Abstract
This report specifies particularities of the moutainous areas, particularly from the scope of the preservation of natural resources, of the upholding and spatial distribution of economic activities and servicies and of the promotion of a specific planning. Twenty years after the law, it values impact of the law on the legal landscape and of his implementation in specific sectories : agriculture (lack of indicator of change), protection of biodiversity (low institution of Natura 2000), local government (working of Massif Comities). Several instruments are valued, like Indemnités compensatoires de handicaps naturels (perverse effects) and Unités touristiques nouvelles. Prospects of the structural founds reform are also tackled.
