- Planners from spatial, regional or communal plaaning sectors will be interested in this guidebook introduced by the head of the Ministry of Spatial Planning and Environment. "Concertation" means not only voting for or against an issue. In its core it focuses on processes of information exchange, harmonisation of opinions and problem definitions and give hints how to reach mutual accepted and socially binding agreements or contracts Planning, implementation and evaluation of such processes are described in detail.
