Short description
The Territorial Pact of Pinerolo area was created to counteract the crisis in Pinerolo area, a region which is now undergoing productive and territorial restructuring. The Municipalities of the area will be regenerated through the Territorial Pact, that is to say the negotiation (concertation) among private and public bodies, as well as the Province of Turin. The aim of the Territorial Pact is the promotion of integrated and eco-sustainable local development. The regeneration itself falls under Italian Law n. 662/96 - Article n. 2, Paragraph 203, Letter d. Nevertheless, the Territorial Pact derive from the Forum of Pinerolo carried out in 1998 and, afterwards, from Docup 2000-2006 (Italian planning document for decline industrial and rural areas). Since the beginning, the different actors adopted some common aims, so the project didn’t change during the implementation phase. The initiatives promoted by the parties that signed the Pact concern many themes, all of them being mutually integrated, such as: industrial and agro-industrial policies; policies concerning tourism, services, agriculture and fishery; territorial and infrastructural policies.

Participants
The parties that signed the Pact are: 51 municipalities, 3 Mountain Communities, Province of Turin and 49 organizations, 159 small and medium enterprises, associations and non-profit companies that represent the main economic and social stakeholders in the area of Pinerolo. The process is technically supported by an external subject (Cooperativa S.&T). The Territorial Pact roundtable is the main structure of co-operation among actors.
Objectives
The aim of the Territorial Pact is to reach voluntary agreements between public and private bodies in order to achieve a territorial development process in line with a social and environmental sustainable framework. In addition, the Pact promotes the identity consciousness of the territory by the networking of positive potentialities and the agreement among public and private subjects to counteract weak characteristics. The Pact also aims to find a mutual understanding between mountain and plain as an example of social, political, economic and cultural partnership between local authorities, employers’ associations, trade unions, economic and cultural stakeholders and private subjects. The Pact aims to attract new enterprises and investors, to promote new investment and to obtain greater financial credit possibilities in the face of regional, national and European institutions. The Territorial Pact support a local territorial development to attain a model of sustainable development that respects the environment and diffuses well-being. Success factors for implementation were, basically, human and financial resources that permit to perform a large variety of activities and programmes. In the opinion of participants, the agreement between participants about common aims and strategy was positive because enable a different contractual capacity towards the Region of Piedmont and the Municipality of Turin.
Activities
- Support and reinforcement of local economy throughout a complete information about the financial opportunities offer by regional, national and European actors aim to public and private initiatives. - Recognition of the main goals regarding development of territory. - Establish a permanent cooperation and partnership local network. - Promotion and monitoring of sustainable development programmes and processes. - Support initiatives regarding promotion and publicize of equal opportunities. - Recognition of relevant initiatives regarding both municipal and sub-regional basis.
Process
The project performs it's last phase. A new version of the characteristics and strategies of the project is now taking into consideration.
Results
- Tourism: development of “tourism context” throughout local potentialities and endogenous resources; development of eco-tourism; development of naturalistic varieties and different local cultures; enhancement of tourist offer in Mountain communities territory; - Agriculture: development and protection of landscape and mountain products; strengthen of agriculture skilful aim to the protection of territory; development of forest resources; development of specialize, innovative, multi-function and environment respectful agriculture; integration between different productive sectors and between traditional productive systems and technology; - Industry: development of products quality respectful with regard to environment; support of programmes focus on innovative activities settling; - Environment heritage: development of the natural areas networks; acceptance of sustainability criteria, - Vocational training: integration between offer and demand vocational training.

The project has not been evaluated yet.
Difficulties
Sometimes the Pact appear as a source of political tensions, especially between Municipality of Pinerolo, as project executive leader, and some small municipalities that didn’t recognize its reliability (parochialism). That aspect represents the most important problem appeared during the implementation phase.

Financial backer
In the beginning of the project the activities were financed by the Italian government. Therefore, the Pact was financed by Docup 2000-2006, while the Region of Piedmont provided capital for some environmental initiatives.

Impact on nature and environment
The Territorial Pact process promote a sustainable definition that take care of environment, society and equal opportunities aspects. The environment conservation and development principle was developed throughout different measures and confirm by the Agenda 21 Strategy which was adopted by the Territorial Pact roundtable.
Economic value added
In the context of Territorial Pact framework it could be possible to finance 159 enterprises for an amount of € 28.740.885,31. So, the agriculture and industrial firms that received funds from the project were able to create 642,07 jobs. In addition, were proposed 12 infrastructure projects for an amount of € 4.490.696,03.
Socio-cultural value added
Within the Territorial Pact, it was set up the Equal Roundtable which together with other organizations establish the Local Development Equal Network of Province of Turin. The Municipality of Pinerolo draw up an Equal Report and proposed it transferability to the remaining municipalities of Territorial Pact. Care for equal opportunities is also expected in Agenda 21 Strategy adopted by the Territorial Pact roundtable
Innovative content
The Territorial Pact of Pinerolo area is an innovative project. In fact, the Pact represents an “arena” where public and private local actors have the opportunity to directly contribute theirs points of view and recommendations.
Good governance
Identification and acceptance of diversity of interest are among the main principles of decision making. In a bottom-up approach, negotiation between local actors (public administrators, economic and social stakeholders) represents the basis for democratisation of decision making. Territorial Pact recognize the importance of public participation on all levels and promote many “concertation” and technical roundtables.
PR impact
The transparency of the entire Territorial Pact process was ensure by the use of many media like the website of Municipality of Pinerolo and the Newsletter published by the project itself. In addition, the activities of the Territorial Pact were largely advertise, spread and divulge in numerous local, regional and national newspapers and also presented in conferences and workshops organized by participants.
Multiplier effect / networking
The activities perform by the Territorial Pact were share with actors in other Territorial Pact experiences in the province of Turin which participate in the Territorial Pacts agreement. The project also promote some cooperation activities with Polytechnic and University of Turin with the participation of Pracatinat Consortium.
Transferability
Governance (concertation) approach for local development. Actions promote for local development cohered with goals of European Union Structural Funds 2007-2013, especially with sustainable development and partnership, and were transparent and reasonable.
