Objectives
The main objective is to create a sustainable product for car-free tourism with high quality, to implement innovative traffic concepts for travelling to the model communities. Tourists should come to Werfenweng and Bad Hofgastein without their cars (to "make holidays from my car"). The residents should also be animated to switch to public transport.
Activities
The following activities were implemented: extensive and professional public relations, mobility studies and mobility concepts, alternative cars were bought and used, the SAMO-key was invented (guests can change their car-key to the SAMO-key, which stands for ecological mobility - you can do car-sharing, hire electric-cars, there's a possibility for shuttle-transport, busses, hire gasoline-cars, horse carriage), co-operation with international travel agencies, extension of walking and cycling paths, extension /establishment of pedestrian zones, door-to-door service for luggage, support ticketing for an arrival by train, subvention of electric cars for inhabitants, workshops
Process
The project is run by the Federal Ministry for Agriculture, Forestry, Environment and Water Management and the Federal Ministry for Transport, Innovation and Technology, the State of Salzburg and the two model communities Werfenweng and Bad Hofgastein. The project is supported by the EU. The communities were selected as model municipalities. Concepts for public relations and mobility were and are still developed and consecutively realised.
Results
1997: 7% (1.600) guests that arrived by train, 2004: 28% (8.500) that arrived by train, 4,5 car-kilometres could be saved, that are 365.000 liters of saved petrol, corbon dioxide could be reduced, the project has also an important impact on residents: the project chanced opinions concerning mobility
Evaluation
The project was evaluated, impacts on environment and economy were described (see below).
Difficulties
There was kind of misunderstanding and resitance in the beginning of the project, residents and several companies were against the project. This problem could be solved by integrating the residents and owners of companies. The financial situation is and was always difficult.

Comments
Impact on nature and environment
Collected rides could reduce emissions, particulate matter and carbone dioxide (CO2-reduction was 1.452 tons a year). Road safety was also increased (speed limits were implemented) as well as traffic noise in the municipalities
Economic value added
SAMO directly produced five new jobs. The increase of accommodation (+29%) produced or could hold indirectly probably 35 more jobs. An increase of accomodation of 79% of the SAMO-members without increasing the number of beds could be generated. These are 48.700 more nights with average expenses of 3.652 Mio. Euro in the region. The co-operation with regional farmers supports also regional products (f.e. in hotels).
Socio-cultural value added
The project changed the resident’s opinions about mobility. Residents are proud of their community. There are special programmes for children and teenagers. The modal split of the residents has also been changed.
Innovative content
The project was one of the first and has become famous all over Europe. The project has won several awards. The project is based on a holistic, ecological and sustainable philosophy, soft mobility and sustainable energy policy.
Good governance
Citizens were integrated, also gastronomy and hotel business, concepts were discussed in the "Gemeindevertretung", the Tourismusleitbild was resolved by the touristic association, workshops and trainig were established. The members of SAMO act very self-sufficient.
PR impact
More than 500 articles were published in regional, national and international newspapers. Publicity in the internet, winner of several awards, professional public relations, 30 excursions by national and international prospectives, internationally known
Multiplier effect / networking
The projects is internationally known. Excursions to Werfenweng have been established. The know-how and experiences are exchanged well. Now also conferences take place in Werfenweng (f.e. remotion 2004) The EU-Interreg-project "Alpine Pearls" continues with the products of the pilot project "Werfenweng"
Transferability
The project can be transferred to other communities considering the following issues: financing, dedication of responsible persons. The most important issue is that only benefits move people - prohibitions don't.
